NOTICE OF COMBINED REQUEST FOR QUALIFICATIONS AND REQUEST FOR PROPOSALS FOR DESIGN-BUILD INSTALLATION
OF POLICE RADIO SERVICES
Notice is hereby given that the Village of Bartlett, an Illinois municipal corporation of Cook, DuPage and Kane Counties, Illinois, is requesting statements of qualifications and performance data from firms to provide design-build installation of radio systems and bi-directional amplifiers services in connection with the phased demolition of the existing police station and phased construction of a new police facility (“Statements of Qualifications” or “SOQ”).
The SOQ must be submitted in accordance with the Combined Request for Qualifications and Request for Proposals for Design-Build Installation of Radio Systems and Bi-Directional Amplifiers Services in Connection With New Phased Bartlett Police Facility Project (the “RFQ”), copies of which may be obtained from the Village Clerk, Lorna Giless, in the Administration Department of the Bartlett Municipal Building, 228 South Main Street, Bartlett, Illinois, or may be downloaded using the link below. RFQ & RFP Design-Build Installation of Radio Systems and Bi-Directional Amplifiers Services in Connection With New Phased Bartlett Police Facility Project
Statements of Qualifications must be received by the Village on or before 3:00 p.m. on Friday, March 31, 2017, at the Village of Bartlett Municipal Building, 228 South Main Street, Bartlett, Illinois, 60103 (the “Bartlett Municipal Building”), addressed to the attention of the Village Clerk, or may be submitted electronically in .PDF format and e-mailed to firstname.lastname@example.org (provided it is under 10MB).
A Selection Committee of the Village will make evaluations and initial rankings of design-build police radio installation firms based on evaluations of the written SOQ submittals and applying the criteria set forth in the RFQ/RFP, and will select not more than four (4) firms to be mailed or e-mailed notice that the firm has been invited to submit a proposal of technical and pricing information in accordance with the Request for Proposals (RFP); Phase II of the Combined RFQ/RFP. Proposals from firms invited to submit a Proposal shall be due on or before 3:00 p.m. on May 11, 2017 at the Village of Bartlett Municipal Building, 228 South Main Street, Bartlett, Illinois, 60103, addressed to the attention of the Village Clerk, or may be submitted electronically in .PDF format and e-mailed to email@example.com (provided it is under 10MB).
After opening the Proposals, the Selection Committee shall review and evaluate the technical and pricing Proposals from the firms invited to send a Proposal. The Selection Committee will rank the short listed firms that submitted a Proposal utilizing the Evaluation Criteria for Proposals set forth in the RFQ/RFP to determine the firm it finds to be the “best value”.
The Village Administrator will then direct the Village Attorney to attempt to negotiate a contract with the firm ranked highest as the “best overall value”. If the Village Attorney is not able to negotiate a contract with the firm which is preferred as the “best overall value”, negotiations with that firm shall be terminated and negotiations shall begin with the firm which is ranked next “best overall value”.
Postmarks after the respective due date(s) and late electronic submittals will not be considered. Facsimiles will not be accepted. There will be no formal opening of the SOQ or of the Proposals. The Village will not be responsible for errors or omissions occurring in the transmission or downloading of the RFQ/RFP document from the Village website, or in the transmission or downloading of any SOQ and/or Proposal.
The Village reserves the right to waive minor irregularities and nonconformities in any SOQ and/or any Proposal when it is in the best interest of the Village, and reserves the right to request more information and/or clarification from parties that submit an SOQ and/or a Proposal.
Any contract for design-build installation of police radio systems and bi-directional amplifier services with the selected vendor shall be subject to approval by the Village of Bartlett corporate authorities in its sole and absolute discretion.
